It enables Micro,small and medium sized business to compete on a level playing field with any large or muti- national supplier. The enablement is via a web portal which allows all suppliers to register free of charge by answering 23 of the most asked questions that a public organisation requires answering before commencement of business, without adding risk to the spending of the public purse.
The advantage to the buyer is that the sourcing tool (buy4 and sell2) allows them to find, when required, a competitive local supplier to fulfil their demands.
At the same time, this will reduce the risk in a way that has never been done before by having all suppliers pre vetted with the completed questionnaires answered, updated and awaiting review, scored by the system for the buyer.
The institution now will have control of low value spend and help to ensure that this money is not spent with rogue traders.
The advantage to the supplier is easily seen in the way that the supplier can find the contract to tender for in one single place, giving all the details that are needed to move forward in competition, to win tenders.
The second major advantage to the supplier is that it lifts the quality of the supplier to a level that is acceptable by the public sector buyer, and that this is prior to tender. This prior to tender questionnaire acts as self-help and ensures that the supplier will not fail a tender for wrong answers given under the pressure of actual tender. Ideal for regeneration of business on a local or national basis.
